A licence plumber does he need a abestos report in other to get permit to put meters bars for keyspan? | |
I hired a plumber to redo the meter and pipe that's the gas run @ my house, it cost me $6000. when I call keyspan, they said he mess up the job. the plumber supposedly a licence plumber, and he should of have a permit prior to do the job. Now he's telling me he can't get a master plumbing permit until they do a abestos report. help me America.

From google, I learned Keyspan is a natural gas supplier in New England. I believe you are saying your gas utility won't connect you because they don't approve of the piping installation.
If there is a code authority (city, county) in your area, the plumber certainly needs to pull a permit prior to starting the work. Call the building/inspection department at the city to see if he did. (P.S. never pay the bill until YOU have the inspector's final sign-off on the permit. Live and learn - sorry).
There are allowances for minor repairs/remodels even if there are asbestos-containing materials. Like 100 square feet or so. So unless he has to rip out 50 or more feet of exterior wall (that has suspect siding on it), why an asbestos report? Going through a few walls, a few square feet? Ask the building department if that would ever be a requirement of theirs. And if he saw potential asbestos containing materials, he should get an inspection BEFORE going through the walls, generating asbestos-containing dust, hauling away the debris, etc.
"Now he's telling me. . ." This is crap. HIS job to get the permit BEFORE starting work. There may be provisions for emergency work after hours (follow-up with a permit ASAP), but for normal work, absolutely the plumber pulls the permit first.
It may well be he doesn't have a contractors license, or maybe not a plumbering speciality license. The building department (or a state web site) can check that for you too.
Cancel the check if you can, but these guys often go right to your bank and cash the check the same afternoon you paid them.
