Should stench pipes always terminate outside the roof void?

I have bought a new flat and the stench pipe ends in the roof void. It has a white- polystyrene looking cap or filter on the end. At the roof apex there is a short stub of pipe sticking through the roof (although not in a straight line with the stench pipe). I'm no plumber but it does look awfully like these two ought to be connected? There is a smell in the attic but nothing much and not detectable in the flat itself. Would it so any harm if I did connect them with plastidrain or equivalent? Many thanks all.
