We have an outside water spicot. The temperature has been in the single digits & 18 inches of snow has piled up around this spicot. Some how water is being released from this spicot without being turned on. Is there an explanation for this?

The spicot is a frost-free type. When the main water supply was turned off and on again, the water stopped flowing. Can you explain? Thank. KLD
