Sediment in water and belching water!!!!!

I recently bought an old house (built in 1906). The pipes are steel. I have sediment in the water and periodically, the water seems to belch and very dark (almost black) sediment comes out. The water gets much clearer after it has very little if any sediment. Before I purchased the house, it was vacant for several months. Is this a water heater issue? Would a whole house filter help? Or, is it a pipe issue? Thanks!!!
